1. Introduction

When the Arab Fact-Checkers Network (AFCN) from ARIJ began holding its regional meetings in early 2022, the majority of fact-checking platforms in the Arab world did not know each other in order to collaborate or discuss the challenges and opportunities that might lie ahead. Today, at the beginning of 2026, after organizing 16 regional meetings (12 virtual and 4 in-person), and extensive efforts focused on capacity building, protection, innovation, and networking in various forms; fact-checking organizations/initiatives and freelance fact-checkers in the Arab world now have a network through which they collaborate, and fact-checkers have come to know each other personally and professionally, ready to cooperate and assist one another.

During these quarterly meetings, fact-checking organizations/initiatives from across the Arab world meet, to collaborate, innovate, and strengthen their efforts in combating mis/disinformation. With objectives ranging from building a strong fact-checking network and learning from past mistakes to engaging in creative brainstorming; these meetings embody the spirit of continuous improvement and teamwork centered around one goal: reducing the negative impact of false and misleading information in Arabic within our communities.

During these meetings, we discussed our Code of Principles and Ethics, the complaint policy, and we collaborated with media faculties and media organizations to introduce the concept of fact-checking into them as a first step. We also discussed institutional development strategies, fundraising strategies, assessing the impact of fact-checking, and the shift towards prioritizing the fact-checking of information that directly impacts people's lives above all else. We extracted strategies for joint collaboration between fact-checking organizations, and touched upon mechanisms for integrating artificial intelligence into the work of organizations, along with many other ideas and challenges that are important to address, such as legal, digital, psychological, and institutional threats.

During these meetings, more than 35 fact-checking organizations/initiatives and dozens of freelance fact-checkers reached numerous recommendations, which ARIJ's Arab Fact-Checkers Network took upon itself to work on; to enhance the work and impact of fact-checking in the Arab world.

Flag Lessons Learned

Since the launch of the Arab Fact-Checkers Network in December 2020, we have implemented over 20 projects to support its community, and network affiliates have benefited from many lessons that will continue to evolve and update based on new opportunities brought about by technology in the fact-checking field, and based on new challenges we might face with any mis/disinformation crisis we experience in the Arab world. The network also has built and continues to build its new projects based on the needs of its community and the recommendations arising from the regional meetings.

Key Lessons Learned from the Regional Meetings of AFCN:

Together, we form an ocean: Collaboration is no longer just a key to success, but has become its foundation. In the complex world of fact-checking, with its many technological, legal, digital, psychological, and financial challenges, and amidst the massive outbreak of false and misleading information, especially during crises; collaboration is no longer an option but a necessity, through which we can make our work more efficient, faster, and more widespread. The network will continue to enhance this collaboration as much as possible in the coming years

Competition is essential: Enhancing collaboration between fact-checking organizations/initiatives in the Arab world does not mean eliminating competition. On the contrary, it increases its necessity, but in a more professional and effective manner. While we compete in specific areas, we can collaborate in the same areas or in entirely different ones. The network supports legitimate competition—exemplified by the annual Arab Fact-Checkers Network Award—and rejects any unprofessional/unethical competition based on its code of principles.

The issue is not just the need for funding: The problem lies in the ability of fact-checking organizations/initiatives in the Arab world in seeking funding and their ability to succeed in doing so. This is what the network will focus on in the coming years.

Technology is no longer a luxury: It has become a necessity, as has the understanding of artificial intelligence by fact-checkers, its importance, and how it can both support and harm the fact-checking process simultaneously. Technology and artificial intelligence are among the training areas the network will focus on in the future.

Our work shouldn’t remain 100% manual: Arabic fact-checking tools and artificial intelligence technologies have become an urgent need to accelerate our work. After localizing several tools and building new ones, and our commitment to ARIJ's AI strategy; the network will continue this in the coming years to facilitate and accelerate the fact-checking process in Arabic and make it more efficient.

The need for collaboration with media colleges and media outlets in the Arab World: We alone, as the Arab Fact-Checkers Network community, cannot realize the expected impact without working with media faculties to train students on fact-checking, and with media outlets to introduce the concept of fact-checking—especially pre-publication—into them. The network has taken it upon itself to work on this.

Is the fact-checking we do an urgent need?: How harmful is the false and misleading information we fact-check? Is it important to fact-check it? Does the public really need to know its correction? Does it truly have a significant impact on the ground, or will fact-checking it or not make no difference? These are many questions the network constantly analyzes and attempts to answer through various studies it conducts or participates in with global universities and institutions.

Impact and reaching the audience are a priority: Our work deserves to reach the widest possible audience, not only in Arabic, but even in other languages. The impact left by fact-checking platforms in the Arab world is still insufficient, and the network will focus in the coming years on enhancing this impact in various ways.

Fact-checking and investigative journalism together in disinformation cases: ARIJ's Arab Fact-Checkers Network works on enhancing collaboration between fact-checkers and investigative journalists to combat media disinformation. Through joint meetings and workshops, skills and tools that reinforce this integration between fact-checking and investigative journalism are exchanged, primarily aimed at addressing systemic disinformation cases and exposing them to the public.

Prioritizing fact-checking on vital issues: Fact-checking information related to issues that directly touch people's lives, such as issues related to women's rights, general human rights, climate change issues, etc., are given utmost priority due to their direct impact on people's lives. The network relies on a detailed code of principles in fact-checking, and all organizations/initiatives belonging to the network community adhere to it, which strengthens public trust.

Public awareness is essential to combat disinformation: Combating disinformation is not limited to fact-checking alone, but also includes educating the public on fact-checking methods and tools. Through various awareness campaigns and seminars, the network seeks to empower individuals to distinguish between true and misleading information. Spreading a culture of critical thinking and encouraging users to fact-check information before sharing it significantly contributes to reducing the unintentional spread of misleading and false information by the public, and increases the opportunity for fact-checkers to focus more on systemic disinformation cases and the most important issues.

Cross-border projects create real impact: Enhancing regional cooperation between fact-checkers and journalists from different Arab countries and other countries around the world, through joint cross-border projects in fact-checking and investigative journalism. This type of cooperation allows access to broader data and more precise analysis of issues that affect different societies with their varying contexts. Through these projects, the network aspires to develop the field of fact-checking by sharing different experiences and expertise on a global level, and achieving real impact by addressing regional or global issues.

Opening up internationally and to other regions: After years of support efforts for Arab fact-checking organizations, it is time for them to become part of the International Fact-Checking Network (IFCN), and to open up more for collaboration with other fact-checking networks in Africa, Latin America, Europe, Asia, and India. The network takes this as a priority, by conveying the voice and efforts of its community in international and regional forums, providing support and guidance to its community to obtain international accreditation from IFCN, organizing collaborative fact-checking efforts via the AFCN channel on the Slack platform, and will focus over the coming years on pushing this further forward.

Fact-checking what deserves to be fact-checked: In the era of information disorder, it is important to start by focusing on measuring the impact that false and misleading information has caused or may cause, establishing a specific method to measure the impact of claims, and prioritizing the fact-checking of claims with the greatest harm.

Diversifying funding sources to ensure the sustainability of fact-checking organizations: Searching for alternative and innovative solutions to fund the work of fact-checking organizations/initiatives is of paramount importance to ensure their continuity. The basic strategy to face the global financial crisis affecting many of these organizations necessitates the need to diversify income sources.

Conducting periodic and continuous evaluation: It is always important to evaluate the quality of what we do to know what needs improvement, the patterns of disinformation we face, and communicating with the publishers of claims to achieve a greater impact.

Our goal has been and will remain one: Reducing the spread of false and misleading information. By doing so, we give the society its natural right to access accurate information, help it make the right decision, and alleviate any negative consequences, especially during crises. Our focus must always remain on this goal and no other.
